Chad, officially the Republic of Chad, is a landlocked country at the crossroads of North and Central Africa. It is bordered by Libya to the north, Sudan to the east, the Central African Republic to the south, Cameroon to the southwest, Nigeria to the southwest (at Lake Chad), and Niger to the west.
In the year 2013, Chad implemented a new regulation that made all shipments to Chad mandatory to have a BESC/ECTN certificate. Since Chad is a land-lock country all cargo must pass through a transit port, it is not necessary to obtain ECTN certificate of transit port.
What is Chad BESC / ECTN?
BESC is short for Bordereau Électronique de Suivi des Cargaisons which is French for, Electronic Cargo Tracking Note, ECTN.
The certificate contains information and details about the exporter, the importer, the value of the goods, the amount of the goods, the vessel name, etc.
It is a mandatory document and It needs to be obtained 5 days before cargo arrival to Chad.

Documents Required for BESC / ECTN Certification:
Bill of Lading: Provides information about the exporter, the importer, the weight and volume of the goods, the shipping line, the vessel name, etc.
Commercial Invoice: Contains the details of the goods, the incoterm, the freight cost, and some other charges like insurance, etc.
Freight Invoice: only necessary if the freight cost isn’t on the commercial invoice.
Contact Information: Contact information of shipper and Consignee (Phone number and email IDs)
Certificate of Origin: Documents which indicate the origin of the good
Procedure of filing BESC / ECTN Certification?
Submit the required documents by email or online.
Our team will verify the draft and file the BESC / ECTN with Portal.
You will be sent Performa invoice.
Once the payment has been received, you will get the BESC / ECTN number followed by draft.
Once you approve the draft, a validated certificate will be shared.
Penalty for non-Compliance
You must have this certificate validated five days before the arrival at the latest or the consequences will be heavy penalties.
The penalty in the form of significant regulation charge determined by the Chad Customs Officials is imposed to the cargo owner.
Penalty can go up-to $2500 and detention and demurrage charges till the cargo is cleared by the buyer.
Cargo will not be cleared till the time the certificate is produced.
