Guinea is a coastal country in West Africa. It borders the Atlantic Ocean to the west, Guinea-Bissau to the northwest, Senegal to the north, Mali to the northeast, Cote d’Ivoire to the southeast, and Sierra Leone and Liberia to the south. It is sometimes referred to as Guinea-Conakry after its capital Conakry, to distinguish it from other territories in the eponymous region such as Guinea-Bissau and Equatorial Guinea. It has a population of 13.5 million and an area of 245,857 square kilometre.

In the year 2000, Guinea Conakry implemented ECTN regulation for shipments coming into Guinea Conakry. 

ECTN certificate must accompany all shipments to Guinea Conakry, and without one, there will be severe consequences and a huge fine.

It is mandatory for both Conakry and Kamsar ports. And if you are using Guinea’s ports for transit purposes, it isn’t necessary to have an ECTN certificate.

What is Guinea Conakry ECTN?

ECTN is short for Electronic Cargo Tracking Note. It is a name that explains its purpose very well. Because it is a certificate that allows the authorities to track, manage, and supervise the cargos from loading to discharge.

The ECTN certificate must be validated five days before the vessel arrives at the latest.

It contains information about the exporter, the importer, information about the goods getting transported and their value, the cost of the freight, the type of shipment, the name of the vessel, etc.

Documents Required for ECTN Certification:

Bill of Lading: Includes details about the exporter, the importer, the weight of the goods, the shipping line, the vessel name, etc.

Commercial Invoice: Contains details of the goods, the freight cost, the incoterm, and some other charges if there is any, etc.

Freight Invoice: Only mandatory if the freight cost isn’t on the commercial invoice.

Export Customs Declaration: Contains information about the goods getting transported and has a detailed description of them.

Once you approve the draft, submit final BL copy, a validated certificate will be shared.

Penalty for non-Compliance

You must have this certificate validated five days before the arrival at the latest or the consequences will be heavy penalties.

The penalty in the form of significant regulation charge determined by the South Sudan National Port Officials is imposed to the cargo owner.

Penalty can go up-to $2500 and detention and demurrage charges till the cargo is cleared by the buyer.

Cargo will not be cleared till the time the certificate is produced.
