Cameroon, officially the Republic of Cameroon is a country in west-central Africa. It is bordered by Nigeria to the west and north; Chad to the northeast; the Central African Republic to the east; and Equatorial Guinea, Gabon and the Republic of the Congo to the south. Due to its strategic position at the crossroads between West Africa and Central Africa, it has been categorized as being in both camps.

In the year 2006, Cameroon implemented a new regulation that made all shipments to Cameroon mandatory to have a BESC certificate. But, if you are using Cameroon for transit purposes, you don’t need to have a BESC.

What is Cameroon BESC?

BESC is short for Bordereau Électronique de Suivi des Cargaisons which is French for, Electronic Cargo Tracking Note, ECTN.

The certificate contains information and details about the exporter, the importer, the value of the goods, the amount of the goods, the vessel name, etc.

It needs to be obtained 5 days before cargo arrival to Cameroon

Documents Required for BESC Certification

Bill of Lading: Provides information about the exporter, the importer, the weight and volume of the goods, the shipping line, the vessel name, etc.

Commercial Invoice: Contains the details of the goods, the incoterm, the freight cost, and some other charges like insurance, etc.

Freight Invoice: only necessary if the freight cost isn’t on the commercial invoice.

Import Declaration: Provides information about the importer, the type of transport, etc. The importer has to provide it, and it has to contain a Tax Payer’s ID, a PR number, and an SGS number.

Procedure of filing BESC Certification?

Submit the required documents by email or online.

Our team will verify the draft and file the BESC with Portal.

You will be sent Performa invoice.

Once the payment has been received, you will get the BESC number followed by draft.

Once you approve the draft, a validated certificate will be shared.

Penalty for non-Compliance

You must have this certificate validated five days before the arrival at the latest or the consequences will be heavy penalties.

The penalty in the form of significant regulation charge determined by the Cameroon National Port Officials is imposed to the cargo owner.

Penalty can go up-to $2500 and detention and demurrage charges till the cargo is cleared by the buyer.

Cargo will not be cleared till the time the certificate is produced.
