Madagascar is an island country in the Indian Ocean, approximately 400 kilometres (250 miles) off the coast of East Africa across the Mozambique Channel. At 592,800 square kilometres, Madagascar is the world’s second-largest island country.
Madagascar customs implemented the BSC regulation in 2007. BSC must be obtained for all shipments to Madagascar.
Transit shipments via ports of Madagascar are exempted from BSC.
What is Madagascar BSC?
BSC stands for Bordereau de Suivi des Cargaisons, which in English means Cargo Tracking Note.
The certificate contains information and details about the exporter, the importer, the value of the goods, the amount of the goods, the vessel name, etc.
It needs to be obtained before cargo departure from origin port. It is needed to even load the cargo onto the vessel from Origin port.
If you fail to validate the certificate, cargo won’t have an entry clearance; and will be sent back to the origin.

Documents Required for BSC Certification:
Bill of Lading: Contains information about the exporter, the importer, the weight of the goods, the shipping line, the vessel name, etc.
Commercial Invoice: Contains details of the goods, the freight cost, the incoterm, and some other charges if there is any, etc.
Freight Invoice: Only a requirement if the freight cost isn’t on the commercial invoice.
Customs Declaration: Customs Officials of the exporter country prepares this document, and it lists the goods getting transported and contains some important details of them. (Shipping Bill in India)
Packing List: Contains all the details of the goods, especially the total weight.
Procedure of filing BSC Certification?
Submit the required documents by email or online.
Our team will verify the draft and file the BSC with Portal.
You will be sent Performa invoice.
Once the payment has been received, you will get the BSC number followed by draft.
Once you approve the draft, a validated certificate will be shared.
Penalty for non-Compliance
BSC Madagascar certificate must be validated before the departure from loading port.
The penalty in the form of significant regulation charge determined by the Madagascar National Port Officials is imposed to the cargo owner.
Penalty can go up-to $2500 and detention and demurrage charges till the cargo is cleared by the buyer.
Cargo will not be cleared till the time the certificate is produced. In adverse cases cargo will be sent back to origin at the cost of shipper / Consignee.
