Libya is a country in the Maghreb region in North Africa. It is bordered by the Mediterranean Sea to the north, Egypt to the east, Sudan to the southeast, Chad to the south, Niger to the southwest, Algeria to the west, and Tunisia to the northwest. With an area of almost 700,000 square miles, it is the fourth-largest country in Africa and the Arab world, and the 16th-largest in the world. Libya has the 10th-largest proven oil reserves in the world. The largest city and capital, Tripoli.
Libya implemented the ECTN regulation in 2021. ECTN is mandatory for all shipments to Libya except Air cargo.
If cargo is only transiting Libyan port then ECTN is not necessary.

What is Libya ECTN?

ECTN is short form for Electronic Cargo Tracking Note.

The certificate contains information and details about the exporter, the importer, the value of the goods, the amount of the goods, the vessel name, etc.

It is a mandatory document and it needs to be obtained 5 days before cargo arrival to Congo.

Documents Required for ECTN Certification

Bill of Lading: Contains details about the exporter, the importer, the shipping line, the container numbers/chassis numbers (if there is any), etc.

Commercial Invoice: Contains prices (the goods, the freight, and the insurance values, etc.), the INCOTERM, the details of the goods.

Freight Invoice: Only mandatory if the freight cost is not on the Commercial Invoice.

Export Customs Declaration: This is a document that is prepared by the Customs Officials of the exporter country. It includes details about the goods getting transported and has a detailed description of them. (Shipping Bill in India)

Certificate of Origin: Exporter will obtain this from chamber of commerce in the origin country.

Statistical Code of the Libyan Companies: (ID numbers or VAT number or commercial registration number of the Libyan Company)

Procedure of filing ECTN Certification?

Submit the required documents by email or online.

Our team will verify the draft and file the ECTN with Portal.

You will be sent Performa invoice.

Once the payment has been received, you will get the ECTN number followed by draft.

Once you approve the draft, a validated certificate will be shared.

Penalty for non-Compliance

You must have this certificate validated five days from the departure from load port at the latest or the consequences will be heavy penalties.

The penalty in the form of significant regulation charge determined by the Libya Customs Officials is imposed to the cargo owner.

Penalty can go up-to $2500 and detention and demurrage charges till the cargo is cleared by the buyer.

Cargo will not be cleared till the time the certificate is produced.
