The Democratic Republic of the Congo République démocratique du Congo informally Congo-Kinshasa, DR Congo, the DRC, the DROC, or the Congo, and formerly and also colloquially Zaire, is a country in Central Africa. It is bordered to the northwest by the Republic of the Congo, to the north by the Central African Republic, to the northeast by South Sudan, to the east by Uganda, Rwanda, and Burundi, and by Tanzania (across Lake Tanganyika), to the south and southeast by Zambia, to the southwest by Angola, and to the west by the South Atlantic Ocean and the Cabinda exclave of Angola.

The DR Congo Authorities introduced the FERI certificate as a requirement in 2011 for sea-cargo. And later on, this regulation was implemented for road and air-cargo as well.

This regulation makes FERI a mandatory certificate. And if it’s missing, it will cause severe consequences, and it will get you a hefty fine.

The FERI certificate is an obligation for all ports including Matadi, Boma and Banana.

What is FERI?

FERI stands for Fiche Electronique Renseignement a L’Importation, which is similar to Electronic Cargo Tracking Note, ECTN in English.

It is a certificate that allows authorities to track, manage, and supervise all the cargos from loading to discharge.

It also provides them with information about the shipment before it arrives at the destination.

It contains details about the exporter, the importer, information about the goods getting transported and their value, the cost of the freight, the type of shipment, the name of the vessel, etc

Documents Required for FERI Certification

Bill of Lading: It contains details about the exporter, the importer, the weight of the goods, the shipping line, the vessel name, etc.

Commercial Invoice: It includes details of the goods, the freight cost, the incoterm, and some other charges if there is any, etc.

Freight Invoice: It is only necessary if the freight cost isn’t on the commercial invoice.

FXI Number: The importer must provide this number. It is not mandatory.

Procedure of filing FERI Certification?

Once the payment has been received, you will get the FERI number followed by draft.

Once you approve the draft, submit final BL copy, validated certificate will be shared.

Penalty for non-Compliance

The FERI certificate must be validated five days before the vessel arrives at the latest.

If the shipment is going to the Democratic Republic of the Congo by Air or Road Freight within African continent i.e South Africa to D.R. of the Congo, you must obtain a FERI Certificate for your cargo.

Shipments who arrive without FERI or with false information on the FERI gets charged twice the certificate cost plus the regulation charge determined by the D.R. of the Congo National Port Officials.

Penalty can go up-to $2500 and detention and demurrage charges till the cargo is cleared by the buyer.

Cargo will not be cleared till the time the certificate is produced.
